Jeffrey Leigh is a capable investigator within the remnant of Special Branch X following its splitting into the various modern counter-terrorist organisations, focusing upon the rise of magic in everyday use and its criminal usage. Leigh is let on a fairly long leash but his career was severely stunted by the failed investigation into the Coombe Abbey Murders, with the Omen investigation a probationary effort to restore his reputation.
